Carta aberta ao MNE: A União Europeia não pode continuar a trair o povo palestino

No próximo dia 29, os ministros dos Negócios Estrangeiros da União Europeia vão reunir-se em Copenhaga. Na agenda não pode deixar de estar a situação catastrófica em Gaza, e o mundo espera que, desta vez, tenham a coragem de assumir medidas eficazes contra Israel.

«Os ministros dos Negócios Estrangeiros da UE falharam em 24 de Fevereiro e em 20 de Junho, não podem falhar novamente em 15 de Julho», dizia-se numa declaração conjunta que o MPPM subscreveu com mais 186 organizações sindicais, de direitos humanos e humanitárias europeias.

Mas falharam. Não obstante as inúmeras provas credíveis de genocídio e apartheid, incompatíveis com as exigências do Acordo de Associação com Israel, os MNE da UE protelaram, uma vez mais, a decisão de o suspender com base num pretenso «acordo humanitário» com Israel pomposamente anunciado pela vice-presidente e Alta-Comissária Kaja Kallas: «Na sequência das resoluções do Conselho de Ministros israelita e do diálogo construtivo entre a UE e Israel, foram acordadas medidas significativas por parte de Israel para melhorar a situação humanitária na Faixa de Gaza.»

Passado um mês, é evidente que Israel nunca tencionou cumprir o «acordo humanitário» — se é que alguma vez o subscreveu. A situação no terreno não deixou de se agravar. A fome grassa na Faixa de Gaza, a ajuda humanitária continua restrita à infame Fundação Humanitária para Gaza, o sistema de saúde colapsou e a falta de água e de saneamento potenciam a propagação de doenças.

Segundo a OMS, entre 1 de Janeiro e 20 de Agosto de 2025, mais de 35.430 crianças com idades entre 6 e 59 meses foram tratadas por desnutrição aguda e o Ministério da Saúde registou mais de 200 mortes relacionadas com causas associadas à desnutrição.

Alerta ainda a OMS que as ameaças de doenças infecciosas persistem, impulsionadas pela superlotação, más condições de água, higiene e saneamento, e imunidade enfraquecida relacionada com a desnutrição.

De acordo com dados recolhidos pela delegação da UE, pela ONU e pelo CICV, pelo menos 1373 palestinos foram mortos enquanto procuravam comida.

Um estudo agora divulgado estima que, até ao final de Setembro, mais de 640.000 pessoas enfrentarão níveis catastróficos de insegurança alimentar — classificados como Fase 5 do IPC — em toda a Faixa de Gaza. Outras 1,14 milhões de pessoas no território estarão em situação de emergência (Fase 4 do IPC) e mais 396.000 pessoas em situação de crise (Fase 3 do IPC). 

Senhor ministro de Estado e dos Negócios Estrangeiros, Dr. Paulo Rangel:

• O Acordo de Associação UE-Israel condiciona as partes ao respeito pelos direitos humanos e pela democracia. São avassaladoras as evidências de violação por Israel dos direitos humanos e do direito internacional humanitário. Portugal não pode continuar a protelar a suspensão do Acordo — e de todas as vantagens que ele confere a Israel — com pretextos fúteis de mudanças em que ninguém acredita.
• Em 18 de Setembro de 2024 Portugal votou favoravelmente a Resolução ES-10/24 da AG da ONU, que exigia a retirada de Israel, no prazo de doze meses, dos territórios palestinos ilegalmente ocupados. Os doze meses estão praticamente esgotados e Israel não só não retirou de qualquer parcela dos territórios palestinos ocupados, como aprovou planos para a construção de novos colonatos na Cisjordânia e ameaça ocupar a Faixa de Gaza. Para ser coerente com o compromisso assumido há um ano, Portugal tem de aplicar medidas sancionatórias contra Israel.
• Portugal mostra-se disponível para vir a reconhecer o Estado da Palestina. É um gesto simbólico — na medida em que reconhece o direito do povo palestino à autodeterminação e à independência — mas destituído de eficácia se não for acompanhado de medidas que garantam a segurança e a viabilidade do novo Estado. Sobretudo, há que escapar à vertigem neocolonial de impor quem e como vão constituir o futuro Estado Palestino.
• A agressão de Israel contra Gaza já causou mais de 62.000 vítimas mortais e quase 160.000 feridos entre os palestinos. Hospitais são atacados, jornalistas são deliberadamente assassinados, populações são deslocadas, e ninguém consegue prever o quê e quem emergirá das ruínas deste território. Organizações credíveis não hesitam em classificar de genocídio o que se está a passar em Gaza. Mas a insanidade de quem comanda a máquina de guerra de Israel é imune a apelos estéreis. A gravidade da situação exige a aplicação imediata de sanções abrangentes, um embargo total de armas e energia, e a criminalização dos responsáveis.

Open letter to the MFA: The European Union cannot continue to betray the Palestinian people

On the 29th, the European Union's ministers of Foreign Affairs will meet in Copenhagen. The catastrophic situation in Gaza must be on the agenda, and the world hopes that this time they will have the courage to take effective measures against Israel.

“The EU foreign ministers failed on 24 February and on 20 June, they cannot fail again on 15 July”, said a joint statement signed by the MPPM and 186 other European trade union, human rights and humanitarian organisations.

But they failed. Despite countless credible pieces of evidence of genocide and apartheid, incompatible with the requirements of the Association Agreement with Israel, EU foreign ministers once again postponed the decision to suspend it on the basis of a supposed ‘humanitarian agreement’ with Israel pompously announced by Vice-President and High Representative Kaja Kallas: “Following the resolutions of the Israeli Cabinet and the constructive dialogue between the EU and Israel, significant measures have been agreed by Israel to improve the humanitarian situation in the Gaza Strip.”

A month on, it is clear that Israel never intended to comply with the ‘humanitarian agreement’ — if it ever subscribed to it at all. The situation on the ground has continued to deteriorate. Hunger is rampant in the Gaza Strip, humanitarian aid remains restricted to the infamous Humanitarian Foundation for Gaza, the health system has collapsed, and the lack of water and sanitation is fuelling the spread of disease.

According to the WHO, between 1 January and 20 August 2025, more than 35,430 children aged between 6 and 59 months were treated for acute malnutrition, and the Ministry of Health recorded more than 200 deaths related to causes associated with malnutrition.

The WHO also warns that the threat of infectious diseases persists, driven by overcrowding, poor water, hygiene and sanitation conditions, and weakened immunity related to malnutrition.

According to data collected by the EU delegation, the UN and the ICRC, at least 1,373 Palestinians were killed while searching for food.

A study now released estimates that by the end of September, more than 640,000 people will face catastrophic levels of food insecurity — classified as Phase 5 of the IPC — across the Gaza Strip. Another 1.14 million people in the territory will be in an emergency situation (IPC Phase 4) and a further 396,000 people in a crisis situation (IPC Phase 3). 

Dear Minister of State and Foreign Affairs, Dr Paulo Rangel:

• The EU-Israel Association Agreement requires the parties to respect human rights and democracy. The evidence of Israel's violation of human rights and international humanitarian law is overwhelming. Portugal cannot continue to delay the suspension of the Agreement — and all the advantages it confers on Israel — with futile pretexts of changes that no one believes in.
• On 18 September 2024, Portugal voted in favour of UN General Assembly Resolution ES-10/24, which demanded Israel's withdrawal from the illegally occupied Palestinian territories within twelve months. The twelve months are almost up, and Israel has not only failed to withdraw from any part of the occupied Palestinian territories, but has also approved plans to build new settlements in the West Bank and is threatening to occupy the Gaza Strip. To be consistent with the commitment it made a year ago, Portugal must apply sanctions against Israel.
• Portugal is willing to recognise the State of Palestine. This is a symbolic gesture — insofar as it recognises the Palestinian people's right to self-determination and independence — but it will be ineffective if it is not accompanied by measures to guarantee the security and viability of the new state. Above all, we must escape the neocolonial frenzy of imposing who and how will constitute the future Palestinian State.
• Israel's aggression against Gaza has already caused more than 62,000 deaths and nearly 160,000 injuries among Palestinians. Hospitals are attacked, journalists are deliberately murdered, populations are displaced, and no one can predict what and who will emerge from the ruins of this territory. Credible organisations do not hesitate to classify what is happening in Gaza as genocide. But the insanity of those who command Israel's war machine is immune to futile appeals. The gravity of the situation requires the immediate application of comprehensive sanctions, a total arms and energy embargo, and the criminalisation of those responsible.
