MPPM condena fabrico de moedas para Israel pela Casa da Moeda

Tendo sido divulgado que a Imprensa Nacional – Casa da Moeda (INCM) estará a produzir dois milhões de moedas para o Estado de Israel, o Movimento pelos Direitos do Povo Palestino e pela Paz no Médio Oriente (MPPM) condena veementemente esta associação comercial de uma empresa pública portuguesa — em desrespeito pela obrigações legais do Estado português — a um Estado que pratica, comprovadamente, a ocupação colonial, o apartheid e o genocídio.

As violações muito graves dos direitos humanos e do direito internacional humanitário por parte de Israel em todos os territórios palestinos ocupados (TPO), que incluem a prática de crimes de guerra, de crimes contra a humanidade — incluindo deslocamento forçado, apartheid e extermínio — e de genocídio, são evidenciadas e documentadas por tribunais internacionais e inúmeros relatórios de organismos da ONU, de especialistas independentes e de proeminentes ONG.

O ilusório plano dito de paz para Gaza e o débil cessar-fogo — que Israel vem sistematicamente violando — vêm servindo de pretexto aos governos da União Europeia, Portugal incluído, para voltar a uma espécie de normalidade, levantando sanções ou limites estabelecidos no relacionamento com Israel e retomando modalidades diversas de cooperação ao invés da adopção de medidas sancionatórias que a prática criminosa de Israel mais do que justificaria.

As sete dezenas de milhar de mortes directas e as centenas de milhar de mortes consequenciais em Gaza; os inúmeros feridos e mutilados; a destruição dos sistemas de saúde, de educação, de saneamento, de agricultura, de comércio e de indústria com consequências que se sentirão por gerações; os milhares de palestinos detidos por Israel, muitos deles sem acusação nem culpa formada, sujeitos a tortura e maus-tratos; a continuação do bloqueio à ajuda alimentar e humanitária à população palestina em Gaza; os criminosos ataques de colonos israelitas, com a protecção do exército, às vidas e bens de palestinos na Cisjordânia — nada disto parece incomodar as chancelarias europeias que continuam tratar o Estado de Israel como um parceiro respeitável.

Obrigações legais do Estado português

Como parte na Convenção para a Prevenção e a Repressão do Crime de Genocídio, Portugal tem a obrigação de «empregar todos os meios razoavelmente ao seu alcance» para evitar um genocídio. Essa obrigação não surge só quando é tomada uma decisão judicial definitiva, mas assim que um Estado toma conhecimento, ou deveria normalmente ter tomado conhecimento, de um risco grave de que possa ser cometido um genocídio. O Tribunal Internacional de Justiça (TIJ) forneceu orientações claras sobre as obrigações que impendem sobre os Estados. 

O parecer consultivo histórico de Julho de 2024 do TIJ, que considerou ilegal a ocupação dos TPO por Israel, foi amplamente acolhido numa resolução adoptada em Setembro de 2024 pela Assembleia Geral da ONU (com o voto favorável de Portugal) que formula uma série de obrigações dos Estados, nomeadamente:

• Enquanto Estados Partes na Quarta Convenção de Genebra, assegurar a observância do direito humanitário nos TPO;
• Tomar medidas para garantir que os seus nacionais, e as empresas e entidades sob a sua jurisdição, bem como as suas autoridades, não actuem de qualquer forma que implique o reconhecimento ou prestem ajuda ou assistência à manutenção da situação criada pela presença ilegal de Israel nos TPO;
• Tomar medidas para pôr termo à importação de quaisquer produtos originários dos colonatos israelitas, bem como ao fornecimento ou transferência de armas, munições e equipamento conexo para Israel, a potência ocupante, em todos os casos em que existam motivos razoáveis para suspeitar que possam ser utilizados nos TPO;
• Aplicar sanções, incluindo a proibição de viajar e o congelamento de bens, contra pessoas singulares e colectivas envolvidas na manutenção da presença ilegal de Israel nos TPO, nomeadamente no que se refere à violência exercida pelos colonos.

A INCM tem um historial de colaboração com Israel

A ligação da INCM a Israel não é de agora. Em Julho de 2024, o MPPM noticiou:

A experiência israelita em ciber-segurança chegou a Portugal à NOVA School of Business and Economics que, numa parceria com a empresa israelita CyberGym e a portuguesa INCM – Imprensa Nacional Casa da Moeda, instalou no seu campus de Carcavelos o CyberPod INCM definido como «uma arena de formação cibernética, especialmente preparada para formações em ciber-segurança, que permite criar uma experiência de formação imersiva enquanto reforça o processo de aprendizagem cibernética dos participantes». O fundador e director executivo da CyberGym é Ofir Hason, antigo chefe de segurança cibernética do Shin Bet, o serviço de informação de Israel. Outros fundadores da empresa são oriundos de serviços de informação e militares de Israel.

Com estes acordos e parcerias com Israel, o governo português coloca o nosso país em directa violação das suas obrigações legais, como tal em risco de ser citado em instâncias internacionais sob a acusação de cumplicidade com os crimes de Israel. 

Protesto

Tendo tomado conhecimento de que a Casa da Moeda estará a proceder à produção de 2 milhões de moedas para o Estado de Israel e que está perspectivada uma visita oficial de uma delegação do Governo israelita à INCM para assinalar a cunhagem das primeiras moedas, e pelo que isso representa de incumprimento pelo Estado português das suas obrigações legais, o Movimento pelos Direitos do Povo Palestino e pela Paz no Médio Oriente (MPPM), o Conselho Português para a Paz e Cooperação (CPPC), a Confederação Geral dos Trabalhadores Portugueses – Intersindical Nacional (CGTP-IN) e a Associação Juvenil Projecto convocam um protesto em frente à Casa da Moeda para terça-feira, 25 de Novembro, às 11h30.

MPPM condemns the manufacture of coins for Israel by Casa da Moeda

Following reports that the Imprensa Naciona - Casa da Moeda (INCM) will be producing two million coins for the State of Israel, the Movement for the Rights of the Palestinian People and Peace in the Middle East (MPPM) strongly condemns this commercial association of a Portuguese public company — in disregard of the legal obligations of the Portuguese State — with a State that has been proven to practise colonial occupation, apartheid and genocide.

Israel's very serious violations of human rights and international humanitarian law in all occupied Palestinian territories (OPT), which include the practice of war crimes, crimes against humanity — including forced displacement, apartheid and extermination — and genocide, have been evidenced and documented by international courts and numerous reports from UN bodies, independent experts and prominent NGOs.

The illusory so-called peace plan for Gaza and the weak ceasefire — which Israel has been systematically violating — have served as a pretext for European Union governments, including Portugal, to return to a kind of normality, lifting sanctions or restrictions on relations with Israel and resuming various forms of cooperation instead of adopting punitive measures that Israel's criminal practices would more than justify.

The tens of thousands of direct deaths and hundreds of thousands of consequential deaths in Gaza; the countless wounded and maimed; the destruction of health, education, sanitation, agriculture, trade and industry systems with consequences that will be felt for generations; the thousands of Palestinians detained by Israel, many of them without charge or trial, subjected to torture and ill-treatment; the continued blockade of food and humanitarian aid to the Palestinian population in Gaza; the criminal attacks by Israeli settlers, protected by the army, on the lives and property of Palestinians in the West Bank — none of this seems to bother European foreign ministries, which continue to treat the State of Israel as a respectable partner.

Legal obligations of the Portuguese State

As a party to the Convention on the Prevention and Punishment of the Crime of Genocide, Portugal has an obligation to ‘use all reasonable means at its disposal’ to prevent genocide. This obligation arises not only when a final judicial decision is taken, but as soon as a State becomes aware, or should normally have become aware, of a serious risk that genocide may be committed. The International Court of Justice (ICJ) has provided clear guidance on the obligations incumbent on States. 

The ICJ's historic advisory opinion of July 2024, which found Israel's occupation of the OPT to be illegal, was widely adopted in a resolution adopted in September 2024 by the UN General Assembly (with Portugal voting in favour) which sets out a series of obligations for States, namely:

• As States Parties to the Fourth Geneva Convention, to ensure compliance with humanitarian law in the OPT;
• To take measures to ensure that their nationals, and companies and entities under their jurisdiction, as well as their authorities, do not act in any way that implies recognition or provides aid or assistance to the maintenance of the situation created by Israel's illegal presence in the OPT;
• Take measures to stop the import of any products originating in Israeli settlements, as well as the supply or transfer of arms, ammunition and related equipment to Israel, the occupying power, in all cases where there are reasonable grounds to suspect that they may be used in the OPT;
• Apply sanctions, including travel bans and asset freezes, against individuals and entities involved in maintaining Israel's illegal presence in the OPT, particularly with regard to settler violence.

INCM has a history of collaboration with Israel

INCM's connection to Israel is not new. In July 2024, MPPM reported:

Israeli expertise in cyber security has arrived in Portugal at the NOVA School of Business and Economics, which, in partnership with the Israeli company CyberGym and the Portuguese INCM – Imprensa Nacional Casa da Moeda, installed the INCM CyberPod on its Carcavelos campus, defined as ‘a cyber training arena, specially designed for cyber security training, which allows for an immersive training experience while reinforcing the participants' cyber learning process’. The founder and CEO of CyberGym is Ofir Hason, former head of cyber security at Shin Bet, Israel's intelligence service. Other founders of the company come from Israeli intelligence and military services.

With these agreements and partnerships with Israel, the Portuguese government is placing our country in direct violation of its legal obligations, and as such at risk of being summoned before international courts on charges of complicity with Israel's crimes. 

Protest

Having learned that the Portuguese Mint will be producing 2 million coins for the State of Israel and that an official visit by a delegation from the Israeli government to the INCM is planned to mark the minting of the first coins, and given what this represents in terms of the Portuguese state's failure to comply with its legal obligations, the Movement for the Rights of the Palestinian People and Peace in the Middle East (MPPM), the Portuguese Council for Peace and Cooperation (CPPC), the General Confederation of Portuguese Workers – National Inter-Union (CGTP-IN) and the Youth Association Projecto Ruído are calling for a protest in front of the Casa da Moeda on Tuesday, 25 November, at 11:30 a.m.
